There are different requirements for every kind of non-immigrant US visa. One of the common requirements is that the applicant shall provide evidence that he/she has a permanent place of residence (beyond the USA) and does not have intentions to refuse of it.

Applicants, who fall under this requirement, can satisfy it by proving/demonstrating strong ties in the country of their residence (beyond the USA), which bund the applicant to return back into the country after a stay in the US. Some of such evidences being disclosed in the course of a visa interview are professional activities, studying, family and social ties to an applicant’s home country (the country of residence beyond the USA).

You have to prove that you have strong ties, which bind you to return to the country of your residence after the trip to the US.

This resolution on your case was not positive, it is not applicable. However you can re-apply a visa if you have additional facts to prove your qualification for a visa. The applicants shall provide all additional documents of their visa case on their visa interview directly.
